DXCC Zone, Credit Not Showing

I have inquired about this with ARRL at least three times. Still no answer.
I submitted my last Zone (23) via a "log checker" in Pennsylvania. The cards processed.,
I see in the "AWARD" credits for JT (Mongolia), that I indeed have check marks in the bands and modes worked.
However, when I go to the actual QSO records for JT1CO, there is no indication of confirmation,
This is then reflected in the ZONE summary, ie; 39 zones confirmed and ZONE 23 missing/unchecked.
I am confused as to how this can happen. When any other QSO is confirmed by the other station, all areas are notated correctly.
I'm talking primarily about LOTW but it impacts me trying to get a correct summary and credit for working all Zones.

I looked at my record for JT1CO. There is no QSL in LoTW for my 20M CW QSO as it was confirmed by paper. But, I can go to my list of 20M confirmed entities and pull up this record under QSL Card Detail.

In contrast, a WAZ contact confirmed by LoTW ends with the time of confirmation as this is known to the nearest second.

The list of LoTW contacts won't show paper QSLs. To see the paper QSL record you need to go to the award listings.
